Preteen is 10-12. No matter what they do.
For me, a child is a person 11-12 years old, I do not think 9 years old, preteen to everyone, including young children. I think a better name for one years Techinal is 9 years before puberty or pre-teen. Although many media assumes that children 9-12 years old preteen, but do not know why.

9 is certainly technically pre-adolescence. 2 is so.
Pre-teen is, in my opinion, if you double-click the last two digits early, but not 13, I would say 11/12. It's Tweenies.
